September 4, 2020

 Harrisburg, PA – Department of Labor & Industry (L&I) Secretary Jerry Oleksiak today announced Pennsylvania will complete implementation of the federal Lost Wages Assistance (LWA) program ahead of schedule and begin making payments to eligible individuals on Thursday, September 10, 2020. Individuals who apply and qualify will begin receiving their payments as early as Monday, September 14, 2020.

The federal government requires that only individuals who are fully or partially unemployed due to COVID-19 disruptions may apply for this benefit. To qualify for the extra $300, the LWA program also requires that eligible individuals must have a benefit rate and dependence allowance totaling $100 or more per week in benefits, and must receive a benefit payment for each week from one of the following qualifying programs:

1. Regular Unemployment Compensation (UC);
2. Pandemic Emergency Unemployment Compensation (PEUC);
3. Pandemic Unemployment Assistance (PUA);
4. Pennsylvania Extended Benefits (EB);
5. Shared Work or Short-Time Compensation (STC); and
6. Trade Readjustment Allowances (TRA).

Individuals receiving benefits from these programs, with the exception of PUA and Shared Work, will need to apply for LWA by certifying one time only that their unemployment is due to COVID-19. PUA claimants do not have to apply because they previously certified they were unemployed due to COVID-19 and will receive payments automatically. Employers in a Shared-Work program must provide the required certification on behalf of all participating employees.

Beginning after 6:00 AM on September 6, 2020, claimants who need to complete the certification process should visit www.uc.pa.gov/cert and log in using their PIN as if they are filing a biweekly claim. Select the “Complete LWA Certification” button and fill out the certification. Again, this process will only need to be competed one time.

LWA payments will be made for the previous claim weeks below:

7. August 1, 2020;
8. August 8, 2020;
9. August 15, 2020;
10. August 22, 2020; and
11. August 29, 2020.

Individuals who may qualify for LWA but have not yet received payment for an approved week from a qualifying program should still apply as soon as possible. At the time benefits are paid from a qualifying program to an individual for any of the approved dates, the LWA payment will follow one week later if the individual has already completed the LWA certification.

The temporary LWA program runs through December or until the federal funding is depleted. Pennsylvania will make public announcements when the final payment date is known.

A Message To Our Residents:

We were recently asked by a resident, what we are doing as a community to have a better relationship with our police since so much has been going on.

Let us first say that like the rest of the nation, we were shocked, saddened and outraged by the tragic death of George Floyd by the Minneapolis police.

Those that take a life or harm another must be held accountable, whether they are law enforcement or average citizens.

We recognize that racism and social injustice exists and that is the responsibility of us all, from elected officials, law enforcement and the general public to condemn such behavior and extinguish the sin of racism and social injustice from our society.

We also recognize that in our Borough, our police officers have and will continue to play a positive role in our community.

Lastly, we recognize the need to continue fostering an atmosphere of trust and accountability, and to continue to build a positive relationship between our leaders, law enforcement and our residents.

To that end, East Lansdowne has already established the following:

1. Our officers are outfitted with body cameras to provide transparency in investigation activities.
2. Ongoing training in procedure and policy to provide officers with the most current methods in providing the best protection to our residents.
3. Diversity training for all officers that will assist in understanding the community they serve.
4. Ongoing events such as Council Meetings, Community Day, Borough Newsletters and other community events will continue to allow residents the opportunity to interact with elected leaders, police and first responders in a positive manner

As always, we welcome community questions, input and ideas as to how to better continue the process of community building in a positive way forward.

Dear Neighbors in East Lansdowne,

On March 13th, Mayor John Dukes signed a Declaration of Emergency.  The Declaration of Emergency allows the Borough to spend money on necessary supplies and allows the Mayor and Borough Council to meet on special notice without violating the Sunshine Act.

In recognition of the quickly changing circumstances caused by the Coronavirus, ALL nonessential Borough facilities will be cancelled or postponed, until further notice.

Essential personnel will still be working in the Borough. Sanitation will continue to operate as normal. East Lansdowne Police and the Fire Company will continue to preserve the safety of the community.

East Lansdowne Borough Council will still meet on Monday, April 13th at 7:00 PM for an abbreviated meeting to conduct essential and necessary business.

Please be assured that we take these actions in conjunction with the County and State government and hope for the well-being of our neighbors. The Mayor and Council Members of East Lansdowne Borough take the health and wellness of our team members, residents, and community members very seriously. As the situation with COVID-19 (coronavirus) changes, we are closely looking over and following the steps issued by the Centers for Disease Control and Prevention (CDC) as well as the County and State government.
